It is important to make sure that your investments are well thought out, cost-effective, and support the missions and business goals of your organization. Based on the Office of Management and Budget (OMB) and GAO guidance, Constellation can help your organization develop a Capital Planning and Investment Control (CPIC) process. The CPIC process encompasses all stages of portfolio analysis from investment selection to monitoring steady-state investments.
Constellation will work with your agency to develop investment selection and ranking criteria, to determine the mixture of projects in the overall investment portfolio, and to develop policies and procedures for reselecting ongoing investments. Our team can also assist your organization with post implementation reviews (PIRs), reoccurring operational analysis, and Information Technology Investment Management (ITIM) evaluations. The CPIC process will help your agency compare each project on multiple levels to identify which projects are no longer meeting organizational objectives, are excessively expensive, are too risky, or have disappointing performance. The result is that your organization will be able to make better-informed decisions about which projects to select, which projects to discontinue, and how to balance the portfolio between existing and new investments. |
